This had an extremely deleterious effect both on existing infrastructure, in terms of maintenance, and on any investment in housing or infrastructure. This was equally due to the damage that came with the fighting and the scarcity of resources. With the war now over, reconstruction is the highest priority on the government's agenda, with a clear emphasis on housing.
