The impoverished communities of the North West Province are
currently reaping the rewards of an Expanded Public Works
Programme (EPWP). The primary objective of the programme
was to contribute towards the overall objective of the national
EPWP by increasing job and food security, thereby reducing poverty
within the province. This objective was achieved by creating labourintensive
employment in road construction and maintenance, as well
as small-scale irrigation farming.
Africon, a South African consulting engineering company, was

An extensive resealing operation on a section of road between
De Aar and Philipstown recently highlighted the efficiency of
bituminous emulsion in a cold weather application where the
available labour force was not highly experienced in road resurfacing.
Yet despite the cold weather and a comparative inexperience of the
