Early last year, Kuwait signed an agreement with Lesotho to fund the construction of the proposed Metolong Dam. At the signing, Lesotho's Minister of Finance and Development Planning, Dr Timothy Thahane, said, "The Metolong Dam is very important to providing water for domestic and industrial use up to the year 2020, in the capital Maseru and the three surrounding towns, namely Roma, Mazenod, and Teyateyaneng." However, to facilitate the dam being built, a road capable of handling construction traffic between Maseru and the dam site, also had to be built, and as quickly as possible - hence the Motsoeneng Road Project (MRP). The MRP is an 18-month R197 million rapid development 'design and construction' project with no escalation clause - a condition of tender - but which carries a penalty clause of R100 000 per day. The project is nine months in and Rumdel's project manager Mike Jahnig is confident the project will come in on time.
