The fight between advocates of water-carriage technology and supporters of dry conservancy technologies was an uneven one from the start. The government and the engineers who advised them generally favoured water-carriage systems because they could be controlled more easily and necessitated a centralised government bureaucracy staffed by experts. Sewers were automatic and took responsibility away from individual householders, landlords and private carters who it was felt could not be trusted.
