Except for the short forms of contract for relatively minor works, virtually all of the standard forms of contract, domestic and international, require a principal agent (PA) to be appointed to look after the employer's interests and to administer the contract on the employer's behalf. This agent is, however, not a true 'agent' in the legal sense but is more of a representative, having those powers given to him or her in terms of the construction contract.
