By the time this appears in print, the Town Planning Ordinance of 1949, which has served the property development industry and municipal planners faithfully and well (albeit with a few hiccups along the way) for almost 60 years, will be a thing of the past. Its last day of full operation was 31 March, and anyone who failed to lodge a planning application or an application for subdivision or consolidation of land by that deadline will now have to become the guinea pig of the new Planning and Development Act, which took over on 1 April. Perhaps this is an inauspicious date for the introduction of a new piece of legislation but that happens to be the commencement date for the new financial year of the public service.
