A widening chasm seems to be developing between quarries that produce materials and government departments that legislate the industry, but are not directly involved with construction or the supply of construction materials. This is giving rise to a situation that is making it extremely difficult for legitimate quarries to survive in an over-regulated but price-sensitive market.
