Abstract

WHILE SIGNIFICANT development at municipal level is often overlooked, municipalities represent a much closer relationship between South Africans and their government, particularly in terms of infrastructure and the economy. Some developments provide a more buoyant picture of South Africa than recent news might suggest. The City of Johannesburg is a significant case in point, when its stable BBB credit rating was affirmed by ratings agency Fitch's upgrading of its long-term outlook from AA- to AA. This was in contrast to the national outlook, which took a serious knock. The city's infrastructure investments were cited as one of the fundamental reasons for the upgrade, and signify a major turnaround in its financial management.
