The "Open issue" format for the journal is a relatively recent one. Since the first open issue in 2011 (no. 42) there have been four subsequent ones and this issue, no. 50, is the fifth. There are advantages associated with both the theme bound issue (which in the past characterised Innovation) and the open one. In terms of the latter, as an editor, there is always the element of surprise involved. Not having "control" of the theme it is with some degree of anticipation that a file is opened revealing the topic of the submitted article. A diverse range of topics, within the broad parameters set by the journal, is usually inevitable. This particular open issue is no exception with regard to both the element of surprise and the range of topics reflected.

This article investigates the history and development of the Cape Town City Libraries (CTCL) from 1952-1972 and examines the effect of apartheid legislation on establishing a public library system. Legislation introduced by the National Party enforced segregation which brought CTCL into conflict with library philosophy. This legislation determined who the CTCL could serve and where they could serve them. The findings show that CTCL extended the library service to more people and increased the number of facilities, membership and circulation but in a segregated manner. CTCL was not able to meet the library philosophy of free access to all.

The researchers investigated the role of the Mzuzu American Corner Information Technology and Communication Centre which is located at Mzuzu University in Malawi. The study determined the level of use of the Centre, identified services offered by the Centre, ascertained the factors for use or non-use of the Centre and established challenges that the Centre faces. By distributing questionnaires to users and staff, analysing documents, conducting follow-up interviews and doing observations, it was found that photocopying, printing and Internet are the most used services. Shortages of staff, slow Internet connectivity and unavailability of some services negatively affect the use of the Centre.

The study examines the use of open access journals by graduate students of the University of Ghana. Using the survey method, a questionnaire was distributed to 200 graduate students being 5% of the target population of 3,974. The findings of the study show that the majority of students are aware of open access journals resulting in their high usage. Students indicated that open access journals increase developing countries' access to scholarly literature and promote the advancement of scientific knowledge. Nevertheless, the attitude of respondents towards open access was not very positive as many challenges were cited as obstacles to their use. The study recommends measures to address these challenges.

The study is based on a doctoral dissertation which investigated the information seeking behaviour of Humanities/Arts international postgraduate students in public universities in KwaZulu-Natal, South Africa. The study argues that internationalisation of higher education is one of the important transformation processes of developing countries. The study highlights the challenges international students face in satisfying both academic and personal information needs, and adapts Wilson's model of information behaviour to fit an African context for such students. The study recommends that a policy regarding information services to international postgraduate students should be formulated and communicated to all stakeholders especially key service providers.

This study examines the LIS curricula in South African universities to determine the extent to which children's literature and reading are infused into the curriculum and promoted. It examines the course content to determine its coverage; it establishes the number of such modules that are compulsory and those offered as electives; and it determines the challenges experienced in teaching children's literature and reading in South African LIS schools. Data collection entailed content analysis of LIS schools' curricula and a survey using a questionnaire which was sent to the heads of LIS schools in South Africa. Preliminary findings indicate that despite there being a limited coverage of children's literature and reading in LIS schools in South Africa, the situation is a hopeful and positive one in terms of the promotion of reading.

The existence of an effective and apposite governance structure is vital for the survival and functionality of an organisation, including school libraries. School library committees are governance structures indispensable for the establishment, development and maintenance of effective and functional school libraries world-wide. In South Africa, the establishment of school committees including library committees is sanctioned by the South African Schools Act (SASA) Number 84 of 1996. This is a concept paper sharing insights on how school library committees as governance structures could be repositioned to champion, influence and provide strategic direction and guidance for the development of school libraries.

This article investigates what policies and procedures are used, as well as the role of staff education in the preservation of legal deposit in South Africa, with a view to establishing challenges faced and proposing appropriate recommendations. Professional library staff, drawn from four legal deposit libraries and three official publication depositories were surveyed. It was found that none of the respondents had training in the field of preservation/archival management. One of the main challenges was that budgets covered only legal deposit staff salaries and not preservation activities. Preservation activities are thus hindered which in turn affects development, as poor or no preservation management results in a lack of access to accurate and relevant information.
