Abstract

The changes in the division of labour in global security evident in the post-September 11, 2001 world are accelerating and becoming clear. The two initial factors that lie at the heart of this are the cumulative effect of the end of the Cold War and the subsequent unprecedented global military and economic power of the US. The reaction in Africa to this, and more recently to that of global terrorism was, justifiably, to fear its marginalisation.
