When, in Naivasha, Kenya, on 26 May 2004, representatives of the Government of Sudan (GoS) and the Sudan Peoples Liberation Movement/Army (SPLM/A) signed the final piece of a framework agreement on a settlement to a civil conflict that had cost the country more than 2 million lives since it began in 1983, there was a distinct wariness in the public response.
