In July 2001, member states of the United Nations (UN) participating in a conference on the illicit trade in smallarms and light weapons adopted the UN Programme of Action to Prevent, Combat and Eradicate the Illicit Tradein Small Arms and Light Weapons in All Its Aspects (UNPoA). States also agreed to periodically convene to reporton the progress they have made in implementing their decisions. In July 2003, the First Biennial Meeting ofStates (BMS) met and from 11-15 July 2005, the Second BMS to consider the implementation of the UNPoA willtake place in New York.
