UNICEF Moves Forward in Addressing the Impact of Small Arms on Children and Youth In recent years, the profile of waraffected children has risen dramatically due to the Optional Protocol on the Use of Children in Armed Conflict, the publication of the Machel Reports and global advocacy. Unfortunately, civil war is only one scenario in which children are impacted by and participate in armed violence. Crime and banditry, urban gang-related violence and even terrorism create environments in which instability, physical danger and longer-term consequences occur.
