Abstract

Continuous dialogue between civil society and government is fast developing. Sierra Leone began its efforts on small arms by working with civil society. The United Nations Programme for Coordinating and Assistance for Security and Development (PCASED) and the United Nations Department for Economic and Social Development (UNDESA) and ECOWAS have published guidelines for the National Commissions and limited financial support of US$25, 000 is provided to each commission. Only Mali, Guinea, Senegal and Niger have taken advantage of these funds. Other financial support in the form of training is available through a French government contribution to PCASED.
