Abstract

The United Nations Framework Convention on Climate Change was the first binding global recognition of the importance of protecting the atmosphere. The Convention was initially signed by 165 states and the European Community, indicating that the majority of the world's nations appreciated the significance of the effect of human activities on the atmosphere.
