Major new legislation is always fraught with controversy. There is always a sector of society that is negative about the impending changes. When government decided in 2007 to amend the National Gambling Act, 2004 to allow online or interactive gambling, the idea was rebuked by many. The National Gambling Amendment Bill has been assented to but has yet to be promulgated.
