Clichés unfortunately are no respecters of any law. They are like epidemics. The latest epidemic is the phrase "going forward." There are indeed times when the phrase can be usefully employed instead of "from now on" implying a continuous action starting now. In most sentences where it is used, however, it can be left out without changing anything in the sentence.
