Abstract

Two years ago, the Animal Feed Manufacturers’ Association (AFMA) Feed Registration Service (FRS) was launched as a public-private partnership (PPP) between AFMA and the Directorate Agriculture Inputs Control (DAIC) of the Department of Agriculture, Forestry and Fisheries (DAFF) with the aim to improve the service delivery of farm feed registrations. At the time, Act 36 feed registration statistics did not look promising and companies had been awaiting product registrations for more than a year. The main contributing factors to the dilemma were the increased number of registration applications submitted by the industry (approximately +3 100 per year), while the Directorate Farm Feeds struggled to provide sufficient technical assessment and administrative capacity to maintain the increased demand for service delivery. The efficiency of the pre-approval system was furthermore challenged from within, due to a large number of incomplete and/or incorrect applications that had started to clog the process.
