Abstract

The Journal of Public Administration wishes to pay tribute to who unexpectedly died on 30 August 2001. As one of the most prolific writers on a variety of issues related to Public Administration, his contributions will be deeply missed by the Journal and in academia. He became known as an exponent of freedom of expression and never hesitated to express scientifically based arguments irrespective of the person(s) involved.
