One of the major aims of the South African Association of Public Administration and Management (SAAPAM) in its transformational process includes the publication of research output and results by emerging researchers in Public Administration and Management. Over a few years ago there has been an increasing demand on the development of public intellectuals at all levels in all universalities and other tertiary institutions in South Africa and abroad with the aim of increasing the levels of critical mass of publishing quality articles that will challenge the policy direction of governments and businesses alike.
