Abstract

The African Committee of Experts on the Rights and Welfare of the Child was established in July 2001 to monitor the implementation of the African Children's Charter which entered into force in 1999. The report examines the work of the Committee with the focus on its 2nd session held in February 2003. Rules of Procedure and Guidelines onState Reporting were adopted at the session. The Committee's relations to the African Union, the African Commission on Human and Peoples' Rights and other actors dealing with children's rights are discussed. Lack of resources is a serious problem and a permanent Secretary to the Committee has not yet been recruited. Three of the 11 members of the Committee had resigned and two of the posts remained vacant, impairing the work of the Committee.
