The year under review has produced the usual batch of cases dealing with the meaning of 'administrative action', necessitated by the entrenchment of a fundamental right to just administrative action and a complicated definition of the term in s 1 of the Promotion of Administrative Justice Act 3 of 2000 ('the PAJA'). The difficulties involved in interpreting the statutory definition have been discussed in previous volumes of the and continue to be reflected in the case law.
