On October 4, 2004 the secretary-general of the United Nations informed the security council that pursuant to a request by the council (SC resolution 1564 of 18 September 2004) a five member International Commission of Inquiry has been established to investigate alleged violations of international humanitarian law and human rights law in Darfur (UN Doc S/2004/812 of 11 October 2004). In addition the commission was also authorised to determine whether or not acts of genocide have occurred, to qualify possible other crimes and to identify the perpetrators of the violations with a view to hold those responsible accountable.
