Van der Meijden, one of a number of passionate and committed Dutch environmental law experts, wrote that just as a well-stocked toolbox in itself does not guarantee an end-product of artistically crafted furniture, so the presence of instruments (the "tools") available for the implementation of environmental policies only serve as one of a number of conditions to execute such policies (Milieurecht in de Praktijk (2009) 19). At first blush this comparison seems somewhat naïve and rather inelegant. Not so when one delves deeper and realises that the comparison is used to illustrate the essence of environmental law - its instrumental nature - in providing solutions to environmental problems.
