The second edition of could not have come at a more timeous moment. With the government becoming increasingly critical of the judiciary - who may review administrative power - it is a moot point whether section 195 of the constitution's ideals of accountability, efficiency, transparency and responsiveness are being met. Without being overly critical above ideals can only be achieved by efficient organisation and effective systems for monitoring service delivery.
