In 1998 former President Nelson Mandela made history, as he so often does, by becoming the first president of a country not a member of Mercosul to address the annual meeting of the heads of state of the Mercosul countries - Argentina, Brazil, Paraguay and Uruguay - in Ushuaia, Argentina. This was effectively the beginning of the modern relationship between South Africa and Brazil. Serious discussions started soon after that for the negotiation and eventual implementation of a free trade agreement between the two countries, possibly extending to other Mercosul countries.
