n Latin American Report - Brazil and the creation of the IBSA Dialogue Forum (the G3) : research article

The new Brazilian government of President Lula da Silva has adopted a much more assertive, although not radically different foreign policy, to that of his predecessors. Brazil has assumed a new role as leader and champion of developing countries. This has most recently been seen in the country's role in the creation of the G3, a Trilateral Dialogue Forum comprising Brazil, India and South Africa (IBSA). This bloc, which might later include China and Russia, is likely to play a key role in promoting the interests of developing countries on the global stage.
