By the time the police van enters La Libertad, a low-income neighborhood in the Bosa district of Bogotá, Colombia, it has long since left behind paved streets, traffic lights, painted houses, businesses, and any other sign of prosperity. Bogotá classifies its residential areas according to their economic and social levels on a scale of one (extremely poor) to six: Bosa - population 410, 000 - ranks between levels 1 and 2.
