Abstract

Until not too long ago, Julia de Santiso recalls, the stone steps that distinguish her downtown neighborhood in Tegucigalpa, Honduras were virtual no-go zones. "People wouldn't come around because they were scared of the thieves, not to mention the filth and neglect," said Santiso, who has run a flower shop in the area for two decades. "Things have certainly changed. I've even seen tourists posing for pictures on the steps."
