Abstract

A water cooperative in Bolivia succeeds by emphasizing transparent accounting, democratic governance, and social services for its members Murky accounting, like a glass of cloudy tap water, tends to make people uneasy. Just ask the members of Cosmol, a cooperative that provides water and sanitation services to Montero, a town of around 90, 000 people in the tropical lowlands of eastern Bolivia. Five years ago, many members were complaining that the water coming out of their taps was rust-colored, a consequence of deteriorating pipes.
