Abstract

In July 2010 the United Nations Working Group on Use of Mercenaries as a Means of Violating and Impeding the Exercise of Rights of Peoples to Self-Determination ("the Working Group") presented its Draft International Convention on the Regulation, Oversight and Monitoring of Private Military and Security Companies ("the Draft Convention") to the 15th session of the Human Rights Council in Geneva. A year before, the UN Commission on Human Rights had mandated the Working Group to consult with academic institutions, NGOs and other related bodies so as to establish the "content and scope of a possible draft convention on private companies offering military assistance, consultancy and other military security-related services on the international market".
