Abstract

The City of Cape Town sent out a tender invitation for the supply, delivery and commissioning of a uniform prepayment electricity vending system. Syntell, Actaris and three other companies submitted their tenders. The City's Supply Chain Management (SCM) Bid Adjudication Committee awarded the tender to Actaris and notified them in a letter that the tender award was subject to a 21-day appeal period and no right would 'accrue' within that period or until 'such appeal has been finalised'. This was in keeping with the City's SCM policy.
