Municipal budgets totalled R101 billion in the 2004-05 fiscal year, with the capital budget dwarfed by the combined operating budget of R84 billion. Only R17 billion is allocated to capital projects. Salaries take up the largest chunk of the operating budget, accounting for 30% (R25 billion).
