Does South Africa require additional laws with stiff penalties to ensure equitable work practices? Even penalties of up to R900 000 does not seem to encourage a change in behaviour among businesses and institutions. Over a decade has passed since the promulgation of the Employment Equity Act, however, the country seems to struggle to create work place equity.
