This article endorses the deferment of the introduction of universal pre-primary education on the basis of the much debated equity and equality issues. Government efforts are better directed to pertinent qualitative issues in primary, secondary and teacher education. The quality of teachers has been singled out and portrayed as central to the qualitative improvement of the entire education system.
