The design of an information management system (IMS) should be appropriate for the intended environment. This article explores a strategy for designing an IMS that facilitates its integration into the environment for which it is intended - in this case, higher education in Uganda. The article explores the information management challenges in higher education in Uganda in order to guide the design. The different elements of a possible framework for a Student Information Management System (SIMS) are conceptualised and interpreted in the context of higher education in Uganda.
