We have an ever-increasing number of mentally and physically handicapped children. The year of the handicapped must bring to us the awareness and the realisation that we should work hard to actually prevent the occurrence of those causes that are preventable. As the preventable causes constitute the majority of our causes, we have an ample opportunity to get positive results. Prevention rather than the scramble for rehabilitation services is stressed, recognising that the services will always be needed for the few that will be coming our way throughout.
