Abstract

Pre-school mentally-handicapped children are classically in receipt of the most meager apportionment of therapy and educational resources. This is a rather anomalous situation in the present, where community-based services are being advised to maintain the child within the family (Younghusband et al. 1970). These objectives are laudable and sensible, but demand the provision 'of effective community based resources.
