Abstract

The principle of going to war in self-defence against aggression and the imminent threat of aggression endorsed by the UN as part of international law are seen as no longer adequate. The unilateral approach dictates immediate action on the part of US authorities to sanction the killing of a potential enemy first by a self-validated anticipation of a possible future attack from that enemy. Thus the new doctrine says anticipate attack and prevent it by attacking first long before the potential to attack is fully developed let alone the attack being carried out.
