Abstract

Within the period too were circulars and directives that will promote justice and equity in the service. For instance the Secretary to the Government of the Federation, Chief Ufot Ekaette issued a circular for the decentralization of Due Process Office for proper coordination and cost-effectiveness in executing government's programmes and projects, where even the old untouchable oil and gas sector will toe the line of due process. In another circular, the Head of Service of the Federation, Alhaji Mahmood Yayale announced the creation of Procurement Officer Cadre to make civil servants useful and effective in hitherto consultancy services offered at exorbitant rates by contractors.
