Abstract

The social and political response to the 1994 Rwandan genocide is based largely on the ideology of the Rwandan Patriotic Front-led central government. On the macro level, Rwandan authorities have engaged in large-scale interventions based in core ideas from the inception and founding of the Rwandan Patriotic Front (RPF). This is especially present when the Rwandan government designs reconstruction programs that account for the nation's needs. Over the last twenty years, Rwanda has made some impressive but controversial strides in the promotion of social, political, and economic development. Many of its successes can be credited to the policies of the RPF. The purpose of this paper is to analyze how the history of the RPF as a mass liberation movement affects the ideology of its key leaders, and the subsequent policies implemented for the goals of ethnic and social unity, economic development, and national and survivors' security.
