Abstract

Politicians and armies are said to always be fighting the last war rather than the one at hand. More recently, the same has been said of humanitarian organisations. Contrary to those who say we do not learn from the past, we do. As Bill Richardson said, 'We must avoid the mistakes of the past.' But perhaps we learn only to handle the latest crisis as if it were the last one. Thus, the West handled the Rwanda crisis as if it was going to another Somalia.
