Abstract

The death of General Sani Abacha on 8 June 1998, and the appointment of General Abdusalami Abubaker as his successor, marked a watershed in Nigerian politics. Immediately, the new Head of State made his intention clear that he planned for a return to civilian rule. Word was followed by deed, and General Abubaker soon released scores of political prisoners and normalised relations with the international community - many of which had imposed sanctions during the Abacha period. General Abubaker also laid the groundwork for the transfer of power to a civilian administration.
