Abstract

The summer of 2000 was a strange one indeed. After a decade of drought in the early 1990s, the build- up to the millennium was characterised, at least for large parts of Southern Africa, by unusually wet weather. The rains were initially warmly welcomed by the population at large, who were used to living with water scarcity - when an occasional spell of abundance comes along, the people of Southern Africa tend to become overjoyed.
