Beginning with the agitation for separate states in the 1950s and 1960s, which led to the establishment of the Minorities Commission in 1956, right through to attempts by minority group politicians in the second republic to organise and wrest political power from the majority, the Niger Delta people have been at the centre of a struggle for a solution to the 'national question'.
