Extracted from text ... 3 BY SENZO NGUBANE CONFLICT UPDATE Rebuilding the state of somalia The three gruelling three months of talks in Arta, Djibouti, yielded positive results when a Somali Transitional National Assembly (TNA) and a new president were elected. The Somali National Peace Conference - an initiative aimed at ostensibly rebuilding the state of Somalia - resumed on 2 May 2000. The process was initiated by Djibouti's president, Omar Guelleh, but fell under the overall endorsement and support of the Inter- Governmental Authority on Development (IGAD). The conference drew leaders and representatives from civil society, various clan leaders, politicians and intellectuals based both inside Somalia, as well as those who remain in exile.
