The conflicting par- ties - the ruling Lesotho Congress of Democracy (LCD); the opposition Basotho National Party (BNP); the Basotho Congress Party (BCP); the Marematlou Freedom Party (MFP) and 11 or so other parties gathered under the Independent Political Authority's (IPA) tent - appear to have finally reached consensus regarding a new elec- toral model. The consensus provides for a propor- tional representation electoral system, with a 80/ 40 mixed ratio of constituency seats (First Past The Post - FPTP) and proportional representation seats.
