This paper will pro- vide some answers to this question and will also provide some concrete recommendations which, it is hoped, will contribute to successful external intervention. However, before proceeding with our examination of outside intervention, a few caveats need to be borne in mind. Following this, four areas in urgent need of attention on the part of the international community, will be discussed. These four areas are: international law, early warn- ing, economic development and peacekeeping.
