Abstract

Preventive action refers to the capacity to initiate and manage efforts in order to prevent disputes from developing into violent conflict; to prevent existing violent conflicts from further escalating; and, where violent conflicts have been resolved, to prevent those conflicts from re-igniting. During the last decade, humanitarian agencies, conflict resolution organisations, governments and inter-governmental organisations - such as the Organisation of African Unity (OAU) and the United Nations (UN) - have attempted to operationalise the concept of preventive action in order to respond to ongoing conflicts.
