Abstract

In February 2004, the Government of Sierra Leone declared the Disarmament, Demobilisation and Reintegration (DDR) programmes as an aspect of the peace process in the context of the Lomé Peace Accord, completed. As with most peace initiatives, the initial period after the signing of the Accord in 1999 was a bumpy ride, with progress followed by disappointment as warlords, their sub-regional collaborators and power brokers maneuvered for advantage. In 2001 decisive action by the international community and military defeat of the most belligerent faction enabled the implementation of the process.
